Benefits to Family of convict Noor Mohd.

           An order dated 27.03.2017 was passed by Hon’ble Division bench of Delhi High Court in Crl. Appeal No.102/2014, titled “Noor Mohammad vs. State” vide which this Authority was directed to provide assistance to the family of convict Noor Mohammad in order to avail the benefits of various schemes being run by the GNCT of Delhi. Accordingly, LAC Mr. Acchey Lal Manav was appointed vide order dated 03.04.2017 to assist the family of convict Noor Mohammad. Secretary DLSA Shahdara had issued notice to Smt. Afsana, wife of convict Noor Mohammad and personally met both convict as well as his wife twice to counsel them and advised them about the options available before them to secure future of their children.

While LAC appointed on behalf of family of convict Noor Mohd. had worked tirelessly to approach various department of government including concerned District Magistrate office, GNCTD office, Department of Women and Child Development, the family of convict was informed about the possibility of putting their 3 children (one boy aged about 13 & two girls aged about 8 and 6) at Sanskar Ashram for girls and Sanskar Ashram for boys, Dilshad Garden opposite GTB Hospital, Delhi-32. However, both the convict Noor Mohd. and his wife were not willing to put their children in the aforesaid homes.

Subsequently, a letter dated 11.07.2017, to the District Officer, District North-East, Delhi was issued with the request to ensure grant of benefit of “Scheme of Financial Assistance to Destitute Women to the family of convict Noor Mohd.. The District Officer replied that Smt. Afsana was advised to submit documentary proof of residence or statements of two neighbourers as per the eligibility of the scheme and was advised to open bank account instead of post office account and submit the bank account details to the District Office, Sanskar Ashram near GTB Hospital, Dilshad Garden, Delhi.

This authority separately contacted applicant and extended all possible assistance to her in opening a Bank Account in her name to satisfy the criteria/ condition of residence proof for last 5 years in Delhi. Now, a reply is received from District office, North East, that the case of Smt. Afsana is sanctioned and forwarded to Dy. Director (FAS), Department of Women and Child Development for further orders and now pension will be credited to her by the Public Financial Management System before end of September.

The family members of the victim Noor Mohammad are very thankful to the Secretary, DLSA, Shahdara for providing timely legal assistance to them.
