In Crl. Appeal No. 321/2013 titled “Gian Chand Vs. State”, Delhi State Legal Services Authority was directed to look into the reasons for delay in filing of appeals by convicts in Jails. This Authority found that primary reason for delay was non-availability of Trial Court record. In this regard a system has been established whereby external Hard Disks have been supplied to all District Legal Services Authorities with a direction to obtain digital scanned copy of entire file of all the decided Criminal Sessions Conviction cases from District Court Administration and supply the same to the High Capacity Master Hard Disks installed at Jail Section, High Court Legal Services Committee and Central Office, DSLSA from where lawyers are being supplied CDs of entire trial court file including chargesheet, evidence, judgement and order on sentence. Also Ld. Secretary, Delhi High Court Legal Services Committee is now empowered to obtain digital copy of all Criminal Conviction TCRs from High Court regularly for timely drafting & filing of Jail Appeals.
