Born on 25.04.1992, Sh. Abhinav Pandey completed B. A. LL.B (Hons.) from Amity Law School, Guru Gobind Singh Indraprastha University, Delhi as the University Gold Medalist, in the year 2015, and qualified Rajasthan Judicial Services, securing 7th rank, in the same year, at the age of 23. He had also appeared in the Delhi Judicial Services Examination 2015, and after securing 1st rank in the same, formally joined the Delhi Judicial Service in the year 2018, after working in the capacity of a Civil Judge and Judicial Magistrate of First Class in Rajasthan for two years. He also completed his Masters in Law during service in the year 2019, with first division.
He has served as Civil Judge at Rohini Court, as Metropolitan Magistrate (Negotiable Instruments Act) at Saket Court, and as Metropolitan Magistrate, holding different criminal courts at Tis Hazari. He has also presided over the designated Magistrate Court for trial of the North-East Delhi Communal Violence/ Riot Cases, pertaining to the riots of the year 2020. During his tenure as Metropolitan Magistrate at various courts in Delhi, he has passed several notable and reported orders in diverse criminal cases including matters pertaining to cryptocurrency, prevention of cruelty against animals, farmers’ agitation and communal riots cases. Thereafter, he was appointed as the Administrative Civil Judge-cum-Commercial Civil Judge-cum-Additional Rent Controller of Shahdara District at Karkardooma Court Complex, wherein he has been a vital part of various District Level Committees including the Securitisation Committee, Building Maintenance Committee, Kiosk Committee, Lawyer’s Chambers Allotment Committee etc.
He joined the Delhi State Legal Services Authority (DSLSA) as Secretary (Litigation) on 25.05.2023. As head of the Litigation Wing at DSLSA, he has been supervising and vetting the applications/petitions/affidavits/counter Affidavits to be filed in Hon'ble Supreme Court of India and Hon'ble High Court of Delhi in issues pertaining to legal services, or wherever DSLSA is a party to the proceedings. He has also been supervising the Delhi Victims Compensation Scheme and Under trial review Committees at the State Level. He has been instrumental in preparation of various SOPs pertaining to compensation to victims of offences under POCSO Act, and in formulation of guidelines by Hon'ble High Court of Delhi regarding free medical treatment to victims of sexual offences and Acid attacks by all Government and private hospitals. He has been playing a vital role in the POCSO Committee of the Hon’ble High court of Delhi, and has also actively contributed in the work of the Juvenile Justice Committee of the High court. During his tenure at DSLSA, he initiated several projects for rehabilitation, vocational training and employment of victims of acid attacks and sexual offences, and undertrial prisoners released on bail as well as their immediate family members by actively coordinating with corporate sector.
He has been actively imparting training and sensitisation on socio-legal issues at institutions of Central and State Government, and to judicial officers, members of Child welfare committees, police officers, advocates, law students and para-legal volunteers, and at programmes on Doordarshan National Television channel and youtube. He has been a vital part of the Expert Committee constituted by Ministry of Social Justice and Empowerment, Government of India for Drug Abuse prevention module development. He has also been a member of the Victim Advocacy Project of the Centre for Criminology and Victimology, at the National Law University of Delhi.
He is also a trained Mediator, having undergone Mediation training under the aegis of Mediation and Conciliation Project Committee of the Hon’ble Supreme Court of India. He joined as Additional Secretary, DSLSA on 18.10.2025.
