Shri Mukesh Kumar Gupta is an outstanding scholar and a multi-talented personality with perseverance to take new challenges. He has completed his Master Degree in law with distinction (from University of Delhi). He joined the Delhi Judicial Service( DJS) in 2000 and was promoted to the cadre of Delhi Higher Judicial Service (DHJS) in 2010.

Before joining the Delhi Judicial Service, he was practicising in Delhi High Court and dealt with Administrative and Service matters of various Ministries, besides dealing with financial matters including matters relating to Anti-Dumping law in India which was still an emerging field. With his indefatigable spirit and unswerving dedication towards work, he has continued to add to his eclectic repertoire of legal skills and judicial experiences. As a Judicial Officer, he has donned many hats and served in almost all jurisdictions. He had a successful stint with Government of India as a Registrar General, National Green Tribunal where he had successfully supervised the day-to-day functioning of the Principal, Regional and Circuit Benches for all administrative, financial, establishment, infrastructural and policy matters. He had also organised two World Conferences on Environment, one National Conference and 5 Regional Conferences in co-ordination with various Administrative Departments of Government of India, Hon’ble Supreme Court of India and various Hon’ble High Courts in India. He got an unique opportunity to address 30-Members of Parliamentary Committee on Pollution, and he had been a Resource Person in International Conference on Air Pollution which was held in 2018.

Through the strength of his personality and relentless positivity, he has proved his mettle as a multi-faceted and multi-tasking Judicial Officer-cum-Administrator. He has always risen to the call of administrative duty. He has been a Chairperson of various Administrative Committees of District Courts and Committees constituted on the directions of Hon’ble High Court. He has been a Member of the Rules Committee for Destruction of Administrative Records and Chairperson of Two Bar Election Committees and has successfully supervised the Election of Delhi Bar Association and Rohini Court Bar Association.

Being a trained Mediator under the aegis of MCPC, Hon’ble Supreme Court of India, he has been deftly using his skills in promoting Alternative Dispute Resolution Mechanism in the diverse jurisdictions, he has presided over. His credentials are further buttressed on account of the diverse training programmes he has attended and his commitment towards adopting technology in judicial and administrative work. He has been a part of various in-service Special Training Programme and has been one of the first participants of Programme on Judicial Ethics organised by Commonwealth Judicial Education Institute (CJEI), Canada in collaboration with Delhi Judicial Academy. Despite his incredibly busy schedule, he has dabbled in several other academic and literary pursuits and has continued to contribute regularly and has been editing the in-house magazine of Delhi District Courts titled “Abhivyakti”.

Before joining as a Member Secretary, Delhi State Legal Services Authority he has been District Judge (Commercial), (Digital), Saket Courts.
