Permanent Lok Adalat is organized under Section 22-B of The Legal Services Authorities Act, 1987. Permanent Lok Adalats have been set up as permanent bodies with a Chairman and two members for providing compulsory pre-litigative mechanism for conciliation and settlement of cases relating to Public Utility Services like transport, postal, telegraph etc. Here, even if the parties fail to reach to a settlement, the Permanent Lok Adalat gets jurisdiction to decide the dispute, provided, the dispute does not relate to any offence. Further, the Award of the Permanent Lok Adalat is final and binding on all the parties. The jurisdiction of the Permanent Lok Adalats is upto Rs. One Crore.

The Lok Adalat may conduct the proceedings in such a manner as it considers appropriate, taking into account the circumstances of the case, wishes of the parties like requests to hear oral statements, speedy settlement of dispute etc.
In pursuance of approval accorded by Hon’ble the Chief Justice, High Court of Delhi & Patron-in-Chief, DSLSA on 07.11.2025, the jurisdiction of existing Permanent Lok Adalats has been expanded to include all Public Utility Services under section 22A(b) of the Legal Services Authorities Act, 1987, including those services which have been declared as Public Utility Services by the Central Government and Government of NCT of Delhi. Initially, the following three Permanent Lok Adalats were dealing with electricity disputes:-
• Permanent Lok Adalat-I : Sub Station Building 2/13, Sec. 13, Rohini, Delhi-110085 (Near Venkateshwar Global School)
• Permanent Lok Adalat-II: Mata Sundri Lane, Opposite Aiwan-e-Ghalib, ITO, New Delhi-110002
• Permanent Lok Adalat-III: PVR Road, G-Block, Near PVR, Vikas Puri, New Delhi-110018
Now, there 3 permanent Lok Adalats have been empowered to deal with disputes pertaining to the following Public Utility Services as well:

(i) Transport Services for the carriage of passengers or goods by air, road or water; (ii) Postal, Telegraph or Telephone Service, (iii) Supply of power, light or water to the public by any establishment, (iv) System of public conservancy or sanitation,(v) Service in Hospital or dispensary,(vi) Insurance Service, (vii) Education or Education Institutions, (viii) Housing and Real Estate Services(ix) Banking Service, (x) Service of non-banking financial companies (NBFCs), (xi) Supply of Gas Service
