District Legal Services Authority North-East organized a Workshop on CPR Training on the topic “Prevention of Heart Attack, Warning Signals, First Aid for Angina, Heart Attack and Cardiac Arrest, CPR and Revival from Choking” in association with Heart Care Foundation at Jail no. 14, Mandoli, Delhi on 02.03.2020. Padmshri Dr. K. K. Aggarwal and Dr. K.K. Kalra were the resource persons. They not only imparted knowledge about revival techniques in case of choking and heart attack but also showed the techniques practically by using dummies. The program turned out to be highly informative and left a positive impact on everyone.

Under the aegis of DSLSA and under the guidance of the Ld. Additional Secretary, DSLSA, Ms Namrita Agarwal, E-KNOWLEDGE WEEKLY has been started as a learning series for PLVs and Law Student attached with DSLSA, which will endeavor to bring the PLVs and the executives of DSLSA together, allowing closer interactions and better understanding of the common issues and the working of the two sides.

The first session the series was hosted on 08.07.2020 by Sh. Harjeet Singh Jaspal, Secretary, DLSA North East, along with Sh. Sandeep Gupta, Ms. Vidhi Gupta and Ms. Neeti Suri, Ld. Member Secretary, DSLSA Sh. Kanwal Jeet Arora was the resource person and the topic was VENTURING INTO BOUNDLESS SPECTRUM OF DSLSA AND DLSAs. The session was broadcasted live on the YOU-TUBE CHANNEL of DSLSA. So far, the video has gathered more than 2300 views.

Delhi State Legal Services Authority and DLSA NORTH EAST jointly organised a two days training session for nominated LACs of all the districts of Delhi. More often than not parties/ litigants listen to their counsels more than anyone else and once again it is the counsels who have the first opportunity to mediate/negotiate the matters. Keeping the same in mind and with the objective of promoting mediation and settlements and to prevent long litigations, the 4 sessions, of one hour fifteen minute each, endeavored to inculcate techniques of mediation and the tricks of undoing an impasse.

The training program was inaugurated by Ld. Member Secretary Sh Kanwal Jeet Arora. Sh Sudhir Kumar Jain, Ld D & S Judge, NE District, Ms Shalinder Kaur, Ld Principal Judge Family Court, Advocate Ms Neena Khare (Mediator on the Panel of SC) and Advocate Ms Jaya Goyal (Mediation trainer ). The program was Moderated by Ld Secretary DLSA NE Harjeet Singh Jaspal.

From about 130 LACs of the Family Panel more than 100 LACs attended the said sessions on both the days for more than 3 hours each day, making this program a success.

Every Year 24^th December is observed as National Consumer Day with a specific theme in India. On this day the Consumer Protection Act, 1986 had received the assent of the president. The enactment of this Act is considered as a historic milestone in the consumer movement in the country. This day provides an opportunity for individuals to highlight the importance of the consumer movement and the need to make every consumer more aware of their rights and responsibilities.

Corruption thrives in times of crises and the ongoing global pandemic is no exception. The UN Assembly has designated 9^th Decemeber as “International Anti-Corruption Day”. Governments, NGOs, Public & Private Sectors are joining forces to fight the crime.

In observance of “International Anti Corruption Day”, DLSA North East along with DLSA South, Shahdara, North, North West organized a Webinar on the topic “Protecting the Customer and the bank: A discource on banking frauds” for Bank Officers/ Officials of all the respective districts.

Sh. Anindo Majumdar, Former Secretary, Central Vigilance Committee was the Resource Person of the said programme.

Sh. Mayank Mittal, Ld. MM, Shahdara was the resource person of the said session. Around 120 LACs attended the said session.

For the purpose of Capacity Building and to boost the knowledge of law of Legal Services Advocates, DLSA North East jointly with DLSA North, North-West, South, New Delhi, South East, East and Shahdara organized a webinar for Legal Aid Counsels on the topic Cross Examination in Criminal Trial. Sh. Bharat Chugh, Advocate was the resource person of the said session. Around 135 LACs attended the said session.

DLSA North East in association with DLSA South, North & North-West as part of series of webinars on the topic “Elimination of Violence against Women” organized its first interactive webinar on the topic “Domestic Violence & Legal Rights of Women” for the Legal Aid Counsels, Co-ordinators/ Members  of Mahila Pnachayat, Officer of CAW Cell and Protection Officer deputed with Mahila Courts. The consumer movement marks 15^th March with World Consumer Rights Day every year, as a means of raising global awareness about consumer rights and needs. Celebrating the day is a chance to demand that the rights of all consumers are respected and protected, and to protest against market abuses and social injustices which undermine those rights. In view of this and for the purpose of Capacity Building and to boost the knowledge of law of Legal Services Advocates of DLSAs, DLSA North East in association with DLSA East, Shahdara, North and Sourth organized Capacity Building Programme for all the Legal Aid Counsels on “Consumer Protection Act, 2019/ Rights of Consumer”. Dr. Sheetal Kapoor, Associate Professor, Kamla Nehru College, Delhi University had an interactive session and 75 participants attended the said session.

India observes National Vaccination Day every year on 16^th March. The day is also known as National Immunization Day. The Government of India celebrates National Vaccination Day every year to convey the importance of vaccination to the people of the country. In view of this, DLSA North East in association with DLSA East, Shahdara, North and South organized Awareness Programme about COVID-19 Vaccination to build public confidence regarding COVID-19 vaccine safety and address fears over any adverse events and appropriate behavior. Dr. Girish Shastri, District Nodal Officer, Covid Testing, Care & Quarantine Centres, West District, Directorate of Health Services, Govt. of NCT of Delhi had an interactive session and 80 LACs, PLVs and Staff attended the said programme.

World observes World Water Day every year on 22 March 2021. The World Water Day celebrates water and raises awareness of the global water crisis, and a core focus of the observance is to support the achievement of Sustainable Development Goad (SDG) 6: water and sanitation for all by 2030. The theme of World Water Day 2021 is valuing water. The value of water is about much more than its price- water has enormous and complex value for our household, food, culture, health, education, economics and the integrity of our natural environment. If we overlook any of these values, we risk mismanaging this finite, irreplaceable resource. SDG 6 is to ensure water and sanitation for all. Without a comprehensive understanding of water’s true, multidimensional value, we will be unable to safeguard this critical resource for the benefit of everyone. In view of this, DLSA North Eat in association with DLSA Shahdara organized Capacity Building Programme on “Importance of Water & How to Save the Water”. Ms. Deepika, LAC had an interactive session and 20 participants attended the said session.

In observance of “International Women’s Day” falling on 08.03.2021, DLSA North East jointly with DLSA Shahdara conducted Webinar for all the Anganwadi Workers of North East & Shahdara District on the topic “Protection of Women from Domestic Violence Act, 2005”. This   Programme will make the participants aware about various activities carried out by DLSA besides helping them in availing various schemes and benefits of government. Plants, air, water, soil, animals, birds, oceans, human beings and every other minute creature forms our environment. Today the pressure of high population and so many people are taking a toll on nature and creating a lot of stress. Our planet’s bio system, which consists of both the chemical and physical environment, is constantly changing, causing our world to deplete gradually. Without realizing the long term consequences, modern people are still continuously using different means of hazardous elements that adversely affect our nature. In view of this, and in observance of Earth Day, DLSA North East organized an Awareness Programme for all the LACs and PLVs of North East District on “Earth, Environment & Life alongwith Environmental Laws” through CISCO Webex. Owing to the lockdown due to COVID-19 (Coronavirus) Pandemic, all the seminars/trainings or meetings has been restricted. Technology is the only platform to interact/conduct sessions. DLSA North East in collaboration with Northern India Regional Counsel (NIRC) organized a Capacity Building Training Programme for all the newly empanelled legal aid counsels of DLSA, North-East, KKD and some other stakeholders including CA, Students and Interns of NIRC on Arrest, Remand & Bail. Besides this, the participants were also informed about the existence of Legal Services Institutions and availability of free legal services and Legal Services Clinics, Front Offices and Legal Aid Helpline numbers etc.

The Legal Services Authorities Act, 1987 aims to provide free and competent legal services to the weaker sections of the society to ensure that opportunities for scuring justice are not denied to any citizen  by reason of economic or other disabilities. Delivering competent legal aid demands constant training and empowering of the Legal Services Counsels. The National Legal Services Authorities (Free and Competent Legal Services) Regulations, 2010 also mandates for organising training programmes for panel lawyers from time to time to enhance their skills. In view of this, DLSA North East jointly with DLSA South, New Delhi, West, South-East and North organized a webinar on “Execution of Decree: Challenges & Solutions” for all panel lawyers. Sh. Vishal Gogne, Ld. Additional Sessions Judge, Dwarks Courts & Mrs Charu Asiwal, Ld. MM, Central District, Tis Hazari Courts was the resource persons of the programme and interacted with 250 lawyers on the aforesaid topic.

DLSA North East & DLSA Shahdara organized a webinar on “a primer on fee structure: DLSA” for all the LAC’s of North East & Shahdara. Sh. Anubhav Jain, Secretary, DLSA North East and Sh. India is home to the largest child population in the world. Constitution of India guarantees Fundamental Rights to all Children in the country and empowers the State to make special provisions for Children. The state is responsible for ensuring that childhood is protected from exploitation and moral and material abandonment. The plight and hardships faced by Children of under trial prisoners and convicts languishing in Jails in Delhi laid foundation for formulation of a special scheme for providing adequate financial assistance of such Children. In view of this DLSA North East jointly with DLSA Shahdara, South-East, North and in association with Child Welfare Committee, organized an awareness programme on “Scheme for Financial Sustenance, Education & Welfare of Children, 2014 & Roles  and functioning of CWC” for all the LACs of all the districts. Sh. Varun Pathak, Chairperson, Child Welfare Committee-IX, Department of Women & Child  Development, GNCT Delhi hold the session and interacted with 117 participants on the aforesaid topic.

In view of this in order to Celebrate 75 years of India’s Independence, “Azadi Ka Amrit Mahotsav”, DLSA North East in association with DLSA North & East under the aegis of NALSA and DSLSA organized Legal Awareness/ Capacity Building Training Programmes for the all the Members of Mahila Panchayat & Aanganwadi Workers of North East, East, Shahdara & North District as on the topic Dowry and Gang Rape- u/s 498 (A) & Section 375/376 IPC. Ms. Seema Pal, LAC hold the session and interacted with 48 participants on the aforesaid topic.

Owing to the advisory issued by Govt. of India due to COVID-19 Coronavirus Pandemic all the gathering/meeting/seminar etc. have been restrained. However, during these hard times, the endeavor of this Authority is to ensure that all the learning sessions take place through virtual mode. Ms. Himani Gupta, LAC hold the session and interacted with 55 participants on the aforesaid topic.

In order to Celebrate 75 years of India’s Independence- Azadi Ka Amrit Mahotsav, DLSA North East in association with DLSA East, North & New Delhi under the aegis of NALSA and DSLSA organized Legal Awareness Series of Capacity Building Training Programme for all the Legal Aid Counsels of aforesaid district on the topic Complaint in Trials alongwith POCSO Act, 2012. Sh. Sumeet Kumar Anand, Secretary, DLSA New Delhi was the resource person of the said programme and interacted with 70 participants on the aforesaid topic.

In order to Celebrate 75 years of India’s Independence- Azadi Ka Amrit Mahotsav, DLSA North East in association with DLSA East, North, South East & New Delhi under the aegis of NALSA and DSLSA organized Legal Awareness Series of Capacity Building Training Programme for all the Legal Aid Counsels of aforesaid district on the topic Protection of Women from Domestic Violence Act (PWDA), 2005 alongwith u/s 125 Cr.P.C. Ms. Aakansha Vyas, Secretary, DLSA South East was the resource person of the said programme and interacted with 80 participants on the aforesaid topic.

DLSA North East jointly with DLSA East and DLSA Shahdara in association with the office of Dy Commissioner of Police (East, Shahdara & North East) organized Online Awareness-cum-Sensitization Programme for SHOs/ Addl SHO and IOs of all the Police Stations of the aforesaid district on the topic Provisions under Mental Health Act, 2017 & Related Issues. Dr. Mrinal Kanwar, Advocate Supreme Court of India hold the session and interacted with the participants. 80 people attended the said session.

DLSA North East in association with DLSA South East and Shahdara under the aegis of NALSA & DSLSA conducted an Online Session through CISCO Webex for all empanelled lawyers of ADJ & Civil Panel all the DLSA on Court Fees & Suits Evaluation Act. Sh. OP Gupta, Ld. District & Sessions Judge (Retd). was the resource person of the said session.

In order to Celebrate 75 years of India’s Independence-“Azadi Ka Amrit Mahotsav’, , DLSA North East in association with DLSA East, Shahdara, North, New Delhi, South & South East under the aegis of NALSA and DSLSA organized a Online Capacity Building Programme for all MM Panel Legal Services Advocates of the aforesaid district on Transit Remand, Default Bail & Furnishing of Bail Bond u/s 437 A Cr.P.C.. Sh. Ankit Singla, DHJS, Ld. ASJ, Tis Hazari Courts, Delhi hold the session and interacted with 140 participants on the aforesaid topic.

Secretary, DLSA North East delivered a lecture on Overview of Criminal Justice System in three day Para Legal Volunteers Training for the students of IIMT and students of other law colleges at Auditorim, Ideal Institute of Management and Technology & School of Law, 16X, Telephone Exchange Karkardooma Institutional Area, Delhi.

DLSA North  East in association with DLSA (East) organized a Capacity Building Programme for all the LSAs on the panel of both the DLSAs on 21.05.2022 at 4:00 pm on the topic “Skill of Advocacy in Legal Aid Cases”  at Conference Hall, 3rd floor, Karkardooma Courts, Delhi. Sh. Sanjeev Jain,  Ld. Principal Judge (Family Courts)/East was the Resource Person to address and interact with the participants on the aforesaid topic. Around 50 LSAs participated in the programme.

DLSA North  East in association with DLSA (East) organized a Capacity Building Programme for all the LSAs on the panel of both the DLSAs on the topic “Rights of Accused Persons/ UTPs in a Criminal Trial”  at Conference Hall, 3rd floor, Karkardooma Courts, Delhi. Ms. Sonali Singh,  Ld. Addl. Chief Metropolitan Magistrate (East) was the Resource Person to address and interact with the participants on the aforesaid topic.

DLSA North East  on the occasion of “International Missing Children Day”  in association with DLSA (East & Shahdara) organized a Capacity Building Programme for all the LSAs on the panel of both the DLSAs on 25.05.2022 at 4:00 pm on the topic “Issues relating to Vulnerable Witnesses”  at Conference Hall, 3rd floor, Karkardooma Courts, Delhi. Ms. Bhawani Sharma, Ld. ADJ (POCSO Court)/Shahdara, was the Resource Person to address and interact with the participants on the aforesaid topic. Around 80 LSAs participated in the programme.

Basic legal literacy is necessary for all citizens and making the people who work with NGO’s at the ground level aware about basic laws can go a long way in achieving this as they would disseminate the knowledge further. With this object in mind, DLSA North East under “Azadi ka Amrit Mahotsav”, jointly with DLSA (East) in association with CFAR NGO organized a “Three Day Certificate Course”  on Basic Laws, for the volunteers of the said NGO. The contents of the sessions were designed with a view to empower the volunteers to make them more confident and effective while dealing with the people in need of legal aid & assistance. The course commenced on 23.05.2022 and was concluded on 25.05.2022 and the venue was CFAR Setu Single Window, Block-11, House-17-18, Near SBI, Kalyanpuri, Delhi. The topics covered over the span of three days were as follows:

-Role of DLSA and Services being provided by DLSA, -Right to Information Act, 2005, The Motor Vehicles Act, 1988, POCSO Act, Juvenile Justice(care and Protection of Children) Act, 2015, Maintenance & welfare of Parents and Senior Citizens Act,

-Basic laws relating to FIRs, Rights of an arrested person & Victim Compensation Scheme,

– PC-PNDT) Act, 1994, The Prohibition of Child Marriage Act, 2006, The Medical Termination of Pregnant Act, 1971 Dowry Prohibition Act, 1961, Relevant Sections of IPC, Protection of Women from Domestic Violence  Act, 2005 & Sexual Harassment at Workplace Act, 2013,

– Matrimonial laws.

A total of 20 Volunteers were trained during the course.

The certificates were awarded to the volunteers on 25.05.2022 when the second batch of volunteers finished their training. The Concluding Day of the Course was graced by the esteemed presence of Sh. Bharat Parashar, Ld. Member Secretary, DSLSA alongwith the other Ld. Officers of DSLSA on 25.05.2022 at 11:30 am onwards at Conference Hall, 3rd floor, Karkardooma Courts, Delhi.  A total of 45 Volunteers were trained during the course.
